Awhile back, in October 2024, I asked for a link to the FBI’s “Dancing Israelis” FOIA release which had briefly disappeared from the Internet Archives after hackers took it down. A subscriber provided a link to the report in SCRIBD, which I reviewed. That report is now available again on the Internet Archives at the following link titled: Dancing Israelis Police and FBI Reports 9/11/01.
I initiated a followup FOIA request to the FBI based on this information contained in this release from the FBI, and information from other sources.
The request was denied.
I intend to followup to the denial. For reasons that I will explain later, the date and history of the FOIA request of the document titled as Dancing Israelis Police and FBI Reports 9/11/01 have become relevant to me. Note that this title may not be the title assigned to the release by the FBI. I have no interest in whoever made the initial request and do not intend to use that information in any way. The fact is that one request was granted, and a similar one denied. I can’t even link this report to a government agency at the moment, and that might become an issue.
Specifically, I am looking for a link to the document in the FBI’s Vault or any other government agency to the above referenced release. This is a 141-page document. The wayback machine says the document was added on November 11, 2015.
I am also looking for a link to another similar document to the FBI or any other government agency, a 17-page document. This is the one with the heavily edited images of members of Urban Moving Systems posing for photos in front of the World Trade Center Towers before they were “bombed.”
I quote the FBI on the term “bombing.” This report says the images were declassified by NSICG on 3-28-2019. A photo shows the following description: File://H[\ Twin Towers Bombing[REDACTED]photo\photo3a.jpg.
The 17-page release is titled “FOIA Release of 9/11 Dancing Israelis Thru The FBI” on SCRIBD. The SCRIBD document does contain some information on the release stating that it was a release from the FBI through the FOIA, but not enough to identify it.
One of the things that I found odd in 2024 was the fact that I could not find these releases in the FBI Vault. I’m looking for these releases again in FBI records, and just can’t find them again.
I made a review as follows.

Searching for Key Words: Thanks to technology we have developed, you can now search for key words or phrases within some individual files. You can search across all of our electronic files by using the search tool in the upper right of this site, or you can search for key words within a specific document by typing in terms in the search box in the upper right hand of the file after it has been opened and loaded. Note: since many of the files include handwritten notes or are not always in optimal condition due to age, this search feature does not always work perfectly.
If you type “Israel” into the search engine, a word mentioned in the 141-page document, the search engine returns 9 results. 8 of the results are of Israel Keyes, a serial killer. The other is titled “Original Black Hebrew Israelite Nation.”
If you type “Urban Moving Systems” into the search engine, again mentioned several times in the 141-page document, it returns 7 results. 4 of the results are “2011 Tucson Shooting Safeway Surveillance.” Another is “FBI Information Technology and Information Systems Rules of Behavior for General Users Agreement Form FD-889.” Another is “General Telecommunications Policy 0862D.” Another is “Administrative Policy/Procedures.”
If you type “9/11” into the search engine, it returns 323 results. 73 of the results contain “9/11” in the title, listed below. Many of the other results are “part 11,” “file 11,” and “audio 11” of unrelated topics, along with other unrelated topics that do not include either 9 or 11, or any subject matter related to the terrorist attacks of September 11, 2001, such as “Lady Bird Johnson Part 01.”

One of the available topics is “September 11th (9-11) Commission Report,” which contains 71 files. There are no topics available on “Israel” other than “Israel Keys” and “Original Black Hebrew Israelite Nation.” There is no topic available for “Urban Moving Systems” or anything similar.
A comparison of the items returned in keyword search results for “9/11” to the files contained in the September 11th (9-11) Commission Report topic reveals the following:
6 of the keyword search results for “9/11” were duplicated search results as denoted by “DUPLICATED ‘9/11’ KEYWORD SEARCH RESULT” above.
65 of the files returned for keyword search “9/11” were files also contained in the September 11th (9-11) Commission Report topic, as denoted by an asterisk* in each section.
I clicked on most all of these “9/11” FBI links and can’t find either the 141-page or the 17-page previously referenced documents that I am looking for.
I would like to establish for a fact whether these documents can be linked to the FBI or any other government agency. Either the FBI never uploaded them to the vault, uploaded them then took them down, or buried them in a manner that their search engine will not locate. Or maybe I’m just not doing it right. Any assistance that anyone can provide will be greatly appreciated.
