The denouement in May 2024 is a vote by the committee members in Geneva to approve the LANGUAGE (NOT 'adoption of the amendments' on behalf of member states, which is not possible under international law) that will then be submitted to member states for adoption, rejection, or adoption with reservation. The US uses reservations in ALL treaties to preserve the sovereignty of our own laws over any and all treaty obligations, so the entire Roguski brouhaha has been a hoax from the get-go.
